I have Asian (jet black) hair. I want to put in light pink streaks. How do I do it?

I want to use the wash-out dye (shampoo and wash your hair afterwards) or the spray stuff that comes in a can. Do I have to bleach my hair to get good results? Because I really don't want to. What's better, the wash-out dye or the spray stuff? What are the pros and cons of using these? And how do I use it? I want to do this for Halloween. Any suggestions are great. Thanks!
