Look like the pink are all extensions. I have black hair with purple streaks and The purple i have are all extensions. You can get the clip in ones and just clip pink extensions in all over. Get them at any beauty supply store. Or you can go to someone who does Glue in extensions. Those are the ones I have. Mine have lasted three weeks so far and havent fallen out. So not sure if your blonde already, Just have someone Blonde your hair and get clip in pink extensions. I think thats the easiest and least expensive

Sorry, what you are asking is an EXTREMELY difficult, time consuming process, and even then I could make no promise that it would look decent. Plus, that is too small and low res a photo to try to do that kind of work on.
