The hair thing I cannot really answer but it is just the way anime characters are colored really.As far as the whiskers I think they are there to show pretty much the Kyuubi is in Naruto.If you look at the people with tailed beasts in them they all have a part of them on their skin like with Naruto the whiskers with Gaara he has the black around his eyes since his Shukaku is a racoon and so on.

Whiskers thing is from the nine tailed fox, and thats just the way the artist drew them!! U can't help it if they look a little weird!

Its a tv show...its doesnt have to be logical...hell Naruto's hair could be green...it all depends on what the creator wanted his characters to look like.

naruto has whiskers becouse he has the 9 tails fox demon inside of him, so he inherited some of its characteristics like the whiskers and tendency to to hop on all fours when jumping from tree to tree......

I think I now, Sakura's hair is like that maybe because of her parents the same goes with Naruto or maybe the author make them like that to make them more unique like Kisame's hair is blue also he has a shark face, Orochimaru's stretchy neck that makes those characters unique and the whiskers I think that's a feature from the nine- tail fox. =) hope this help. =)

I dunno. I guess Kishimoto wanted something different. After all, this is only a comic ( thought i cant believe i'm saying this ) and the whiskers are because Naruto's Demon in him. It just kinda shouws up. Thoough i'm not sure how it shows up on gaara then..hmmm. Ah well.

The hair is weird because they're anime characters. It's an unspoken creed that anime characters have weird hair. And Naruto has the Kyuubi (nine tailed fox demon) sealed inside him. GO KYUUBI! ^)_(^
